Sheffield Wednesday Deals with a 'Significant Problem', States New Football Authority

'We are going to be a part of football's future' - independent football regulator the new chairman

Sheffield Wednesday's persistent issues represent a a "serious issue" and the new football authority is looking to gain the ability to investigate clubs in such situations, its new chair the regulator has declared.

During an extensive discussion, Kogan, who was recently selected, expressed "sympathy" towards the club's followers.

The chairman convened with four fan organizations representing the Championship side in recent days.

The football club have been experiencing difficulties in multiple areas in the current year, with the club delaying salary disbursements on five separate occasions, including in last month.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," the chairman stated.

"Wednesday stands as one of the historic institutions for football in England and in recent days we have met fan representatives.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs referred to us if they need to be investigated and addressed."

Economic Challenges and Ownership Situation

The team's struggling chairman the current owner stated during the off-season he would be open to selling the club at their home ground, but he has failed to complete a sale with prospective buyers.

Missed wage deadlines on time in spring months caused limitations by the English Football League (EFL) in June, blocking the team from conducting any player acquisitions for the next three transfer windows, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has represented their community in numerous instances.

"I fully appreciate the club's situation, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for causes separate from the fans themselves."

Questioned about whether the oversight body could require an owner to sell a club if they are deemed unsuitable, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the response would be once we gather the evidence and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The final option we would consider is start getting involved with an individual club, an particular chairman, without being able to work with that proprietor to address the issues that the club's facing and the owner's facing," Kogan said.

"However, realistically, when you review the record of the sport, over the recent generations there have been particular chairmen, a small minority, but particular people who have shown negligence in the way which they've been managing their teams and eventually refuse to accept accountability for the long-term prospects."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to explain the responsibilities of the authority recently and maintained it represented a "proactive meeting" with a "significant participation" from the lower divisions to the top flight.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the extraordinary progress that's been made necessary will vanish incredibly quickly," Kogan said.

"This represents everyone's worst fear in the realm of domestic football is a major achievement - we must maintain momentum.

"There's an enormous amount of money coming into football and has come into football for the last 20 or 25 years, because there's no guarantee it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I'm absolutely committed to the prosperity and expansion as an commercial operation of the elite league.

"I of all people understand the worry about compromising the division as a high-quality offering of England. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a considerable comfort."

Partisan Associations

Kogan is still facing a "full inquiry" by the official appointments authority after he acknowledged providing funds to the Labour Party in recent years.

The chairman contributed funds to Secretary of State for Culture, Media and Sport the minister's leadership bid, along with that of the current Prime Minister.

"I've been completely open about my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any form of political activity."
